MINUTES
HOA ANNUAL MEETING
MARCH 21, 2001, 7:00 PM

1. Welcome & Introductions

Del opened the meeting by welcoming everyone and introducing the board and Crest Management’s representatives.

2. Elections:

Two positions were open. Since no one from the community was running for the Board and there was no quorum, Del House & Steve Adams begin new terms

3. Financial Report (Del):

. Please refer to the attached financial statements.

01 operating net income basically on budget except for pool and playground repairs and landscaping extras. See notes "a, b, and c" for explanation of these variances.

1999/2000 audit recently performed with no material audit exceptions noted. Waiting on formal audit report.

2001 budget basically in line with 2000 with exception for electrical and constable rate increases, new contracts with landscaper, management company and pool management and lifeguard services contractor, less reduction in budgeted pool repairs.

2006 projection: operating expenses increase due to inflation while revenue remains flat leading to negative operating income by the year 2006 with inflation at 4% per year. Capital outlays and major repairs would further reduce cash flows beyond this.

4. Safety & Security/ Social Committee Report (Frank)

Thanks to Crime Watch Chairperson and to those residents working in the Crime Watch system

Thanks to social committee coordinators and volunteers for their hard work making these fun and important events happen

5. ACC Report (Steve)

Remind everyone of application procedures and ask them to apply as early as possible before starting construction; lots of people are applying the week before contractors are coming out, but the ACC has up to 30 days to get back to you

Crest, not the HOA Board members, does bi-weekly Deed Restriction inspections

6. Maintenance & Landscaping Report (Will)

00 got new landscape contractor: the HOA recognized a reduction in the quality of services performed by old contractor, so we went out to bid new contract. New contractor takes a lot of pride in their work and will work with us on improving common area landscaping. Also put in the new sidewalk at the playground.

Yard-Of-The-Month Program: recognize Narissa Williams for her efforts administering this program

Thanks to Gerard Spinnler for putting up and taking down the Christmas decorations each year. The decorations looked great!

Help us keep common areas clean. Main problem area is the playground area, especially during the pool season.

7. Communications Report (John)

8. Morton Road Beautification (John)

Improvements: Morton Road beautification projects in 2001 to include building new monuments, cleaning up existing monuments, planting new shrubbery and flowers, etc.

9. Pool Report (Del)

01 will have same extended hours as last year … lots of positive feedback from neighbors due to extending closing time from 8:00PM to 9:00PM; weekday pool usage has increased a lot since now have time after supper to actually take a swim before closing

pool registration letters have been mailed out. Times and dates of pool registrations are as follows:

00 very successful year … very few complaints received. Crest Management and we believe A-Beautiful Pools to be one of the very best pool companies around with one of the very best accident and lifeguard medical training records

database of residents will be prepared by Crest and located in the Guardroom; as such, residents will need to wear their pool tags but will not be required to sign in at the gate. Guests must still sign in however. The Lifeguards will be instructed to check for pool tags during the 10 minute break each hour.

Lifeguards have been asked to keep the radio station on Mix 96.5 so as to avoid having our children hear some of the cussing and sexual stuff that is on 104 KRBE and other channels popular with kids today.

Understand that the Lifeguards are kids generally being paid about minimum wage; but if you have a problem which doesn’t get resolved, please contact Del House timely and directly.

10. Morton Road fencing (Del)

Discussed the fence project indicating that Sections 1,2,and 3 were completed and that section 4 and 5 had been cleaned and treated.

12. Swim Team Report: Practice begins after school on April 30th, with Swim Meets occurring throughout June and the Meet of Champs June 29 – July 1st. Call Fred Mora at 281-579-2271 for further information.

14. Anyone interested in joining the HOA Board? In the past, we always had a list of individuals who continually did work volunteering in the neighborhood and who might want to join the Board in the event a position became open due to a Board member moving or otherwise having to leave the Board. Now we really don’t have such a list. If interested, please contact Del House.

February 16, 2001 - Weiss Landfill update

In accordance with our settlement agreement with Barkers Ridge Subdivision after the permit was approved and became non-appealable G. O. Weiss, Inc. began work on modifying the permit so the southern portion of the landfill would be constructed to create a screening berm.

The design of the berm consists of three layers.

  1. The first layer is a subgrade, which is built of earthen fill material.
  2. Second is the landfill cap. This layer is 24 inches of compacted clay. Samples of this layer are taken by a soils engineer and tested. The engineer will then file a report along with the tests results with the TNRCC.
  3. Finally on top of the cap will be placed a vegetation layer. Normally this layer is a twelve inches thick soil layer. For the screening berm along the Barkers Ridge side of the landfill this layer will be up to nine feet thick. This will allow us to plant landscaping atop portions of the berm. This design was reviewed and approved as part of the modifications to the permit we filled in the fall of 2000.

In January work began on constructing the landscaping berm along the North side of Barkers Ridge Subdivision in areas where the landfill had been completed to ground level. The subgrade was completed in January and the landfill cap layer was completed in the first two weeks of February. Currently our contractor is putting in place the vegetation layer and working on the southern landfill drainage ditch. The ditch will be moved away from the fence to allow us to landscape directly behind the fence.

After work is completed along the Barkers Ridge Boundary our contractor will begin constructing the outfall from our detention pond into the Harris County Flood Control pond that runs through Barkers Ridge Subdivision and the necessary improvement under Appletree Hill Lane. The plans for our pond, the outfall and the improvements under Appletree Hill Lane have been review and approved by Harris County and the City of Houston. Later this spring when all the construction has been completed we will begin to plant within the landscaping areas.

We have started to fill the last cell of the landfill that boarders Barkers Ridge. When this cell is filled to ground level we will complete the last section of the landscape berm. It will be constructed the same way as the portion that is currently being completed.
